I found that Thailand has a Spatial Data Infrastructure which offer an online viewer with different layers of Data, so the data exists, digitaly and online, however, I'm not quite sure about download option since I only find PDF save option, I also see nothing about upadtes and licnesing, and since this is the first we are seeing this I marked everything else as unsure, hoping this will help get better results in the future.
