Details
The data is still not officially available as Open Data. The site http://adressesok.posten.no/en/postal_codes/search?q=1350 allows web queries postcode lookup to get the name of the locality. This is HTML only with a restrictive licence at http://adressesok.posten.no/en/pages/usage_terms and only one postcode can be queried at a time.
You can download the dataset in bulk from http://www.bring.no/hele-bring/produkter-og-tjenester/brev-og-postreklame/andre-tjenester/postnummertabeller in XLSX-format. No lat/long is provided only ZIP-code, placename, municipalitycode, municipalityname and category.
http://data.kartverket.no/download/content/stedsnavn-ssr-wgs84-geojson could be used to obtain a rough lat/long of the postcode. However, as suggested by the original submitter, it's been gathered and made available by a private citizen, at http://www.erikbolstad.no/geo/noreg/postnummer/. However, the privately gathered data is has some quality/accuracy issues, so it's a good question as to whether it can be considered complete. No geocodes, just postcodes. I changed accordingly.
