Details

There is no data available on day-to-day spending, i.e. transactional spending.

According to IBP's Open Budget Survey the data exists (there is a year end report) but the Open Budget Library holds the 2012 version of the year end report. That's more than 2 fiscal periods ago so we cannot say that the data exists.

Although the Portugal government claims that they have reformed management of public accounts: http://www.portugal.gov.pt/pt/os-temas/20150504-reformas-estruturais/fin-pub/pin-pub-1.aspx (there is however no evidence of this being done now).
