Coverage: Presidential elections and parliamentary elections, and various local elections (elections of heads of local councils and wide area) of the election of statistical data.

About license, it says that only for non profit purpose, datasets can be used without permission, otherwise we have to get permission from government.

Also, there are 6 open api datasets http://bit.ly/1yLL201 (License: attribution and share alike, but it's not creative commons though.)
