The results of the current election, on the 9th September 2013, will be published 17.10.2013, according to the Statistics Norway page. The results from previous elections is already online.

Data prior to 2004 is not machine readable although recent results are; marked as "machine readable" as this is the present data and direction of travel. Numbers are for "primary, runoff and general election results for the U.S. Senate, the U.S. House of Representatives and, when applicable, U.S. President." They are "obtained from each state’s election office and other official sources." Raw data for the 2000, 2004, and 2008, 2012 Presidential General Elections are also available through the National Atlas.

Elections Canada is the elections authority at a national level. Its terms and conditions prohibit commercial reproduction of materials on its website (http://www.elections.ca/content.aspx?section=ele&document=index&lang=e). However, data.gc.ca publishes many of the same materials under an open license. Elections are also held in the provinces and territories as well as municipalities. Each jurisdiction would need to be contacted to assess the degree of openess. Regarding the conflicting licences we have sent a question to the respective authorities but we have assessed that it is an open licence.

http://www.electionresults.govt.nz/about.html allows reuse with attribution, but this isn't obvious with the All Rights Reserved claim in the footer of the homepage.

Data only became openly licenced on the 1st of February 2012 because it was the first disclosure date of political donations after Creative Commons Attribution became the default licence of PSI for the Commonwealth of Australia. This led to statement informing users that all other data from the electoral commission being licenced openly: http://www.aec.gov.au/footer/copyright.htm Otherwise, machine readable data (CSV overviews and XML for finest granularity) is provided minute-by-minute on election dates for media organisations to use in their reporting and now this access is provided to citizens.

Data is available at the Spanish Ministerio del Interior website.

First data on candidates etc. is available before election. During the election night results are made public with an estimated ten minutes delay, but not on the lowest geographical level. Full results are available when officially check around a week after the election. The live-results are handled by the company KMD and that has feeds to main media sites, but those feeds are not available for the public (only through the medias presentation of the data). Historical data and data from other elections local, regional and referendums are available in the same manner. The data the data became available are in regards to the latest national election (held 15-09-2011)

The data is updated almost in real time as the election results are processed It is not available in bulk, but the information is in easily scrap-able htmls.

The site gives results for instance for the 2012 presidential election down to polling station level. However only PDF format is offered on the website at http://www.dvk-rs.si/index.php/si/strani/volisca-za-volitve-predsednika-rs-2012 The disclaimer on http://www.dvk-rs.si/index.php/si/pravno-obvestilo asserts that under Slovenian Law these results are not subject to Copyright and so can be reused freely.

An authoritative collection of general election results is published by the UK's Electoral Commission. The results are collected from local returning officers by a third party on behalf of the Electoral Commission. The Electoral Commission makes the data available for download in spreadsheet format but without an explicit statement allowing open re-use. Although some of the reports on the link given are in PDF, the critical links for the definition of this dataset are results by constituency for national elections, and these for the last UK General Election in 2010 are in XLS at http://www.electoralcommission.org.uk/__data/assets/excel_doc/0020/105725/GE2010-constituency-results-website.xls A dataset for the whole of a nation-wide General Election is available, meeting the bulk download criterion. However the website claims copyright for the Electoral Commission; there are no terms of use on the main site, and some pages point to a page http://ec-build02.squiz.co.uk/publications-and-research/?a=11995 (in Electoral Commission branding) which says: "The information here is protected by copyright. You must not copy or reproduce any graphics or substantial amounts of text without our written permission.". So this is a fail on Open Licence by the criteria given.

Data available back to 2002

The Romanian Permanent Electoral Authority set up a portal where the results of the elections can be retrieved in XLS format. Usually, the results are published immediately after their validation by the Constitutional Court. Only the results of the more recent elections (after 2006, when the Electoral Authority was created) are available in re-usable format. The data is not explicitly licensed (thus the negative answer to the specific question) but they are available for free and can be reused.

The repository of election data is available since 2009. There is no license available on the website. An introductory text explains that data can be freely used by researchers and citizens but no reference is made to open data.

Older election results are available in separate subdomains accessible from a dropdown list on the upper left hand corner of the website. All data is licensed under restrictive terms (data belongs to the Higher Electoral Commission).

In my experience, the electoral commission is one of the few South Africa entities that make such datasets so easily available for public use (and providing information that is machine readable). The standard licence is restrictive, only allowing for personal use. could not locate how the results were "machine readable" or "available in bulk downloads: only PDFs found: http://www.elections.org.za/content/IEC-Downloadable-Documents/

The data only covers the last election (2009) with no detailed records on other election results further in the past.

The main URL from CNE does not have the most recent elections. Those can be found at http://www.eleicoes.mai.gov.pt, which unlike CNE does not provide bulk datasets. There are some bulk datasets missing from the CNE site as well.
