The full data set is openly licensed (CC-BY), but only available on request, after which the (4GB) large file will be quickly made available for download. The OSM community is also hosting the dataset for download convenience at http://mirror.openstreetmap.nl/kadaster/

The Ordnance Survey's OpenData suite of digital products includes 1:250,000 scale raster mapping for all of Great Britain, and additional national mapping at higher resolution (OS StreetView and OS VectorMap District). These products are actively maintained. As Ordnance Survey is the national mapping agency for Great Britain only, the coverage excludes Northern Ireland, the Isle of Man and the Channel Islands. Open data mapping for those parts of the UK is not currently available at resolutions of 1:250,000 or better. The Ordnance Survey's OpenData product suite includes mapping with better than 1:250,000 resolution (OS Street View) and is released under the OS OpenData Licence, which complies with the Open Definition. The mapping is updated regularly (most recently in May 2012).

There is a very substantial amount of geographic information openly provided by the US Government. The most relevant to this specific question is probably the US Census' TIGER (Topologically Integrated Geographic Encoding and Referencing) Database which provides vector data covering features such as "Boundaries, roads, address information, water features, and more". In addition to TIGER there is also substantial geographic data available from the US Geological Survery (USGS) at: http://www.usgs.gov/pubprod/. This includes topographic maps as well as aerial and satellite imagery (such as the global Landsat data).

Main national map is on http://www.inegi.org.mx/geo/contenidos/mapadigital/ but a secondary mapping portal (http://mapas.gob.mx) includes a map and information layers. Formats are mostly proprietary and the national map can only be used in a Windows operating system. License is not open as it prohibits any commercialization of "the right of access".

There is a machine-readable 1:250.000-scale vectorial map data suitable for ingestion in digital map-making systems (GIS), which includes administrative boundaries, water bodies, transportation infrastructure, energy and communication, etc. There are several other map products, at scales both greater and smaller that the above one. Geodetska uprava (Slovenian equivalent of UK Ordnance survey) takes care of maps and resells them. Bulk data is available against payment. Licensing and reuse is non-free and limited. 1:25.000 topographic maps are available for online use (but not download) through various free web viewers like the Atlas of environment and Geopedia.si .

You can only download the files for each sheet one at a time. Bulk exports require filling a form and may have costs attached. No Open License as commercial use is specifically excluded.

Lantmäteriets National maps are availiable in the scales 1:1 000 000 (Sweden map), 1:250 000 (Overview map), 1:100 000 (Roadmap) and 1:10 000 (Real property map) with national coverage. There is also a terrain map in the scale 1:50 000. The Sweden map in the scale 1:1 000 000 is available as a open downloadable dataset at this url: http://www.lantmateriet.se/Kartor-och-geografisk-information/Kartor/Sverigekartor/Gratis-Sverigekartor/ (the page and license is in Swedish). The other datasets are avaliable as WMS services and you can also order them as datasets from Lantmäteriets, but you can not download them. There is also a scalable webmap with national coverage that is availiable as a WMS and WMT services. These datasets are not open.

Maps are available via interactive portal without means to export data (other than printing to PDF). Thankfully it works with Firefox without need for special plugins. Maps are available in resolutions up to 1:2000 . There is copyright notice at the bottom so "no" is filled for open license.

The Data is available but need a consent from the office for being use in other projects. It is replacing an old and disfunctional national map site.

Official basemap produced by Indonesian government is owned by National Geospatial Agency as a paid product. However, it can be viewed online at http://tanahair.indonesia.go.id/home/webmap/viewer.html?useExisting=1 and can be accessed via REST API.

The official institution that produces and collects geographical information regarded as the National Map is the National Agency for Cadastre and Land Registration (ANCPI http://ancpi.ro), which is under the Government of Romania since 2012. At this time, there are NO freely available datasets of any kind for the Romanian territory on the official site of ANCPI. Furthermore, there are no official statements to acknowledge any intentions of making the National Map open data. In 2012, the geo-spatial.org (http://earth.unibuc.ro/) community addressed an open letter to ANCPI, signed by 184 members asking for free access as a downloadable file or through OGC webmapping standards, of a a vector format file of the boundaries of the Romanian municipalities. ANCPI offered to give us the requested dataset, but at the price established through the Order of the Ministry of Internal Affairs no. 39/2009, which for the entire Romanian territory, is about 800.000 EURO.Today, the dataset containing the boundaries of the Romanian municipalities is the only dataset available through a visualization service compliant with INSPIRE on the geoportal maintained by ANCPI. It is not 100% clear whether a permanent location of this map exists. My discussions with the Chief Directorate: National Geo-spatial Information suggest that the data exists and is available on request. The link above: http://maps.rosreestr.ru/PortalOnline/ is a map of cadaster (non-open license) It has NOTHING to do with the National Map (High level map at a scale of 1:250,000 or better (1cm = 2.5km)). Current description completely misrepresent the situation, while mapping data continues to be totally unavailable even for governmental organizations themselves, let alone free.

Tourist maps available, and appears some more specific area maps are available, but at a price. No hint at the type of file, although what is available is either PDF of JPEG. On the website it does talk about a digitalised searchable map, but there it appears to not be available to the public on a proactive basis. Appears there are plans for more online content from 2015 onwards.
